I think runes fall in the same category of other magic, it just has a different origin mythologically.
They both draw upon the belief of “magecraft” and mystery, wherever the sacraments draw upon the belief in the Bible and religion.
The best analogy I can bring are miracles in Dark Souls
(for the church), you just have a lot of believers compounding their faith in something, and by reciting and pulling that power, you are able to reenact the miracles it is believed to bring.
(For the Mages) Meanwhile, the MA draws from the believe in mysticism, and due to the way it is perceived, the waning belief in the supernatural, and the extensive research already performed, it is just more “scientific” and complex.
tl;dr: mages and the church are both doing the same thing, but they dislike each other because it’s like two different sets of belief trying to impose themselves.

A magical circuit is basically a grimoire, however, it cannot be used by someone who doesn’t have aptitude (ergo, who isn’t part of the family to whom it belongs).
Touko basically beat a bunch of magi, transplanted their crests out of them, but kept the magi alive and locked up in some artificial paradise she created. IIRC she is basically keeping them alive so the crests keep turned on and working (through some connection to their original magi, at least I think, this was the one part where I was too sleepy to properly pay attention to in the loredump), and uses the crests like an external hard drive connected to her through a USB cable.
Unlike a normal crest which is almost like an organ in its own right, Touko is basically connecting to other’s crests and extracting shit from them.

She has extremely high quality and complex circuits, the best in the world, some might say. But of course, she can’t, no one can, compare to Aoko when it comes to using them, so it ends up not being enough to compare to her sister’s inferior circuits.

Outside of rune magic… she probably knows all the basic and more general stuff, like suggestion and what not (also confirmedly knows a spell that “bound” Beo to her.)
She possesses natural mystic eyes in one eye. I can’t remember the name just quite, I think it was enchantment, but it might’ve been binding… in any case, her mystic eyes allow her to bind someone and make them stop moving. Of course, as long as the opponent possesses enough magical energy, overpowering that isn’t much problem, so she added to glass panels inside of her eye to create an infinite mirror effect (you know, when you look into two mirrors and they keep reflecting off of each other), so she technically has an infinite amount of that mystic eye, applying an infinite amount of that effect, making it effective impossible for someone to escape her bind (the casting involves her blinking and putting some effort into making it happen, so the speed isn’t always ideal in a battle).

She is also a master puppeteer that manage to create puppets that perfectly copy normal humans, to the point that even the World couldn’t discern between her puppets and the real thing.
Most of her hair was given way to get Beo, so she doesn’t have a large reserve of it.
