To the question: It's really hard to say. There are a few characters. Shikieki, for one, is an immortal and immutable judge of death. Yuyuko could kill you on command. Yukari has the power to bend reality in countless unimaginable ways. Mokou, Eirin, and Kaguya are completely immortal.

I guess what I'm trying to say is: It's impossible to tell and it's a question without a hard and fast answer

I thought even outside of the spellcard rules Reimu could plothax with ultimate dodging. Otherwise i thought Yuka and Yukari were generally considered the strongest.

They're just immortal. If you think that Mokou is about as powerful as Kaguya. She and Kaguya are the only bosses that die when you're fighting them so... Yeah. Eirin is probably strongest of the trio, and she's not powerhouse either.

Maybe she's a schoolgirl from real world who just happened to get a power to manipulate time and then instead of killer herself, she decided to make use of that power? The Lunarian power trio is Eirin, Toyohime, and Yorihime. Kaguya is canon weak, at least in comparison. Mokou is just tough as nails and full of flames, she doesn't have any kind of hax powers (and isn't a Lunarian).

Off-topic but from the Touhou Wiki

Mokou was planned to be a playable character in Hisoutensoku, but was scrapped due to a lack of time to balance her moveset; ZUN stated in an interview she would have been overpowered and would unbalance the game (the same problem was encountered with plans to add Kaguya to the playable roster as well).

This makes me a sad panda. Would have loved to play as those 2.

Yukari wanted the gensokyo residents to lose then. Besides, the Moon lost Kaguya (power of eternity) and Eirin (genius, probably one of their better tacticians). Meanwhile, Gensokyo got both of those, and a host of strong recent immigrants/"allies" since then (SDM, Moriya Shrine, Reimu/Marisa/Alice, Byakuren's crew, that drunken oni, that bored celestial. So on and so forth. Of course, the Lunarians may have also gotten stronger, but if it comes down to it if Kaguya and Remilia ever had an occasion to work together I doubt anyone would be able to beat them.
