We can effectively rule out that he's a major player, since we just simply have almost no evidence of him being anything more than a bystander most of the time, so perhaps he was coerced by the culprit. Then his TIPS in EP3 don't help, Only EP2&4 can you say with 98% certainty that Both of them were dead (unless the first twilight is some BS stunt).

I can't help but look for Takano 2, but his speech in EP3 about how precious life is & his heart to heart with Eva in EP1 really make me hope i'm just looking to hard.

It would be a tremendous asspull if there was more than one "mastermind", but I think accomplices change fairly often, I'd go so far as to say even Shkannontrice rebels in some of the episodes.

Whoever did the first twilights for EP1 and 2 seems likely to be different from 3, and possibly 4. EP1 had the postmortem plowing of the faces, a needless action, and 2 had the stomachs filled with candy, another totally pointless act.

3 was just that needlessly complex multiple closed rooms that created one large closed room, with no mutilation to the bodies, and four was likely as Battler said in the TIPS, someone went apeshit with a shotgun or rifle of some sort.

The first two episodes, someone enjoyed killing them, the next two seemed more like it was a job, or something they had to do.
