Japanese is a language that was made for the sole purpose of only being able to be taught to fluency levels in Japan. If you didn't grow up with the language and learn it through necessity throughout your life, you will never be fluent. Unless you devote more of your life to it than you are willing to and have an outstanding memory with a much higher capacity than normal people. Everyone feels like they have learned something simply because they know the kana, but they haven't even gotten their toes wet yet.
