Personally-motivated projects tend to come out faster because they're not bogged down by group dynamics or group "bureaucracy" which slows down TLs tremendously. A lot of TL check and TL finalization stages are basically just people re-reading the whole thing multiple times over and scrutinizing the tiniest of details at a slow pace. When you're the only person working on your own personal TL, you don't really have a second opinion to scrutinize your work.
