I think it would refer to either Roa or CM. Might be a bit off to be Roa after already shanking him in Arc route and Roa getting trolled in MB though. Things vary by individual. The strongest is a TA and in general they're at least on the level of gods. DAA seem stronger than TA in general considering they broke away and Arc was needed to deal with them. Stage 4 DA can kill an executor and Stage V can handle multiple of them. Again, it's down to individual. An executor like Ciel would definitely be in league of a Magician and DAA. At least one of the Magicians is also a DAA so you have overlap... and psychics are incredibly powerful potentially. Just look at the Nanaya who are the physical monsters. Then you have Fujino who though weak is broken with her esp. Shit would come down to the writer's plot contrivance more often than not. Basically the list is meaningless since your weakest can kill the strongest.
