The rules regarding japanese law are in the common policy.
If you look at the list of actions, you’ll see the only difference between 2d and 3d is that they’ll demand that you take your stuff down before they’ll ban you.
They did say that they’ll review each work before taking any action, so if you want a hopeful view; They might just not do anything because it’s too hard.
But if they do follow their own policy, the changes are just as draconian as everyone feared.

This is always just going to be a game of cat and mouse between companies and credit card processors. Of course pixiv and co and going to skirt the line as close as they possibly can to comply with whatever it is the credit card companies want, any further in either direction and they risk their business, one from their users leaving the site for some other site that's currently under the radar (will inevitably fall into the same situation), and on the other side getting banned from credit card processing, which just outright kills all their income.
The problem is the credit card companies will just keep pushing and pushing further into what's unacceptable, maybe right now pixiv is teetering on the line, but that line will continue to move, just as it has in the past. Sooner or later something will have to give.

They also added a new clause
