It's a relay server for MBAC netplay, usually provides better connections than hamachi, sometimes randomly just does not work.
1. Select option 7 in mbcaster
2. Type 'mizuumi.net' in the ip field

Even at the highest levels, tiers don't mean alot. They only really affect mid level play where both players are not entirely sure how to use their characters. They might have some small influence on the outcome, but melty blood is a pretty balanced game so you can see good players even doing well with low tier characters.

Tiers aren't even good for that either. The most accepted tierlists are just aggregates of who the top players think should win matchups. Ciel is ranked high because everybody knows that she has an insane number of options, but in practice, nobody can actually use all of them effectively, so you almost never see a Ciel make it past a match or two in any major tournaments. Likewise, Satsuki has very few good moves and it's trivial to counter most, so good players rank her low, but it's easy to convert almost any poke into a real combo, so you see a lot of Satsukis despite her being a 'low' character.

There were never alot of Satsuki players, she simply doesn't have enough shit to pique the interest of good players. They were maybe 2-3 good Satsuki japanese players, and one even managed to win SBO.
