Because the audience has to buy them you absolute inbred retard, and a good quality glowstick that lasts throughout an entire concert can be quite costly. The price adds up if you want to carry more than one glowstick for wotagei purposes and even with all that rowdy fans and pinchikes still throw the glowsticks on stage when they're in indie idol shows anyways.

The same happens in South Korea and China btw. Those kpop lightsticks are expensive as fuck, no one is going to throw them away like that. So much for muh pure nippon.

You are comparing US rural with international rural .. they are very different things (unless you talk about russia).
You can only shoot your guns on certified ranges in in non-skandinavian europe cause there is no save direction as you're always in range for hitting someone on a tractor.
It's also completely different when it comes to clearance-rate and police training.

In the US policeman are similar in training to getting the rudimentary skills for basic work on a construction-site, in other countries it's usually closer to getting a bachelors degree, both in time and basic requirements for getting into police-academy.
