I actually had a memory of talk about gang leaders being the Four Perils, but yeah, the only known one who matches 1:1 is the Taotie/Toutetsu. Wikipedia says that the Qiongqi is considered the same as the Japanese kamaitachi, which is kind of a weasel (so, similar to Yachie's otters?) and that the Taowu is a reckless, stubborn creature, which fits Saki's character.

As far as what they're based on, the Lunarians are Japanese kami: Eirin Yagokoro is Yagokoro no Omoikane, Yorihime is Tamayorihime, Toyohime is Toyotamahime, Sagume is Ame no Sagume and Tsukuyomi is himself; Chang'e is a Chinese deity and Kaguya Houraisan is the same Kaguya-hime from the fable.
As for what species they are (or, originally were) in Touhou, Toyohime's speech makes it seem like they predate humanity's advent.

Let's look at the facts: the Hakurei God isn't being worshipped and is angry as a result, as said in one of Reimu's UFO endings. Reimu doesn't know a single thing about her god, not even it's name or blessings, as stated in many works such as Oriental Sacred Place (in Chapter 17). The Hakurei God's blessing is youkai extermination, as stated by Kasen in Oriental Sacred Place (also Chapter 17), yet Reimu is very buddy-buddy with all kinds of powerful youkai (some like Suika even outright live on the shrine grounds), and Kasen says this is a reason why she "can't gather faith". To add on to this, Kasen did some sneaky shit to ensure Reimu didn't figure out the Yin-Yang Orb she uses is the Hakurei God's go-shintai. Then you got Yukari and one of the meanings of her name, "A strong fortress to keep the gods(shrine maidens) trapped inside", as discussed in Curiosities of Lotus Asia Chapter 22. Furthermore, as stated in MoF's prologue, the Hakurei God's power has "steadily diminished" due to a lack of faith. Now this is a little more assumptive, but presumably the Hakurei God also had a hand in Gensokyo's creation, after all the barrier is named after it and Hakurei shrine maidens have a number of powers relating to the barrier (like being able to send outsiders back home), plus PMiSS states that "The Hakurei shrine maidens manage the Great Hakurei Barrier."

Piecing all of this together, the Hakurei God was at one point more powerful and prominent than it is now, likely having assisted in the Great Hakurei Barrier's creation, and in a land teeming with youkai humans should have been clamoring for it's blessing of youkai extermination. This is obviously a bad thing for youkai and Gensokyo's balance in general, as the creation of Gensokyo was aided by the youkai so they could not only have a place to live but a place to thrive. By weakening the Hakurei God's influence and power, and keeping it's shrine maidens/humans in general in the dark about it all, the youkai have deprived humans of one of the greatest weapons they have against them. Kasen's behavior in OSP heavily supports this. The Hakurei God has no faith, no worshipers, it's own shrine maiden doesn't even know it's name or how to worship it, and it's probably slowly dying of faith deprivation in a land where it should have no shortage of followers. The youkai probably won't ever let it die given how useful it's blessings and artifact have been for Reimu, but they'll always keep it too weak to fight back or even inform it's shrine maiden of it's situation, because a strong and influential Hakurei God is a threat to Gensokyo's current balance and the dominance of youkai.

As for the addition to this, check out pic rel. Who is Aya referring to with that "we"? Is the Hakurei Shrine Maiden not chosen by the Hakurei God, but rather chosen by the youkai? If so, the Hakurei God may even be more heavily neutered and lacking in agency than everything else before this suggests. Some have criticized my theory with "If this was all true, why does the Hakurei still supply Reimu with it's holy powers?", but this suggests that the Hakurei God doesn't even have the ability to choose it's own shrine maiden, so why assume it can simply rescind it's blessing whenever it pleases?

Heaven, or at least the one in Gensokyo, falsely claims that it's "full" and everyone just accepts that? Virtuous souls deserving of Heaven don't get to go there anymore, so where do they go? The Netherworld? How could the Ministry of Right and Wrong NOT know the Celestials are lying about this? A new dimension was constructed for New Hell, so why couldn't the same be done for Heaven? Is the Ministry in on this shit?

And what the fuck is up with Hell's finances? The Yama page and the Road of Liminality page in PMiSS both state that Hell (and likely the Ministry as a whole) is doing terribly finance-wise. How? How is that even possible? What the fuck do the denizens of Hell need money for?

I also remember at some point Kasen calling Kishin "power hungry" and that any organization composed of Kishin was inherently unstable and prone to power struggles, and Hecatia clearly states in pic rel that kishin and yama make up the bulk of the Ministry of Right and Wrong. So is the Ministry inherently unstable? Is this why they're constantly beset with money troubles?

In fact, it's even worse than you might think. One of Youmu's endings from WBaWC has Eiki talk about how the current power structure in Hell is falling apart, and it's an incredibly chaotic place right now (assuming the situation is still the same), which is what enabled the beast spirits to "invade" the surface to begin with.

I mean, well yeah, It's Hell and it isn't just one location, but compromised of many different hells for different worlds, we know that there is atleast a Hell for the Otherworlds (Gensokyo is an otherworld with its own hell that used to be the underworld), a Hell for the Earth (outside world, notice how clownpiece comes from that hell and has american clothes), and a Hell for the Moon (nothing is known about this one), the hells we have the most information about are literally former hell and the new hell for gensokyo, aswell as the animal realm if you count it as a hell too, it's a neighboring realm, but either way, most hells are very large and spacious according to the information we've seen and possibly larger than Jupiter if you've read what Maribel & Renko say during their expeditions/observations of the supernatural worlds.

It's one large, rowdy, chaotic and disorganized realm with its own subrealms that are constantly quarrelling and at war with each other (consider the animal realm's gangs fighting each other for dominance), you could practically say it's stuck in an eternal warfare state, but it's Hell so it's not surprising
