the most correct would be ピンク(色だ), without the subject. I can't really think of any natural situation where you would want to specifically mention the subject. And if somehow you really had to without context, you would probably use は since you want to emphasis to be on the color, not the dress itself.

You could probably drop the "色" part if it's already clear you're talking about the color, see above.
