I mean flan and rem are Clearly still growing, there's some implications that every 50-100 years to a vampire is like 1 year to a human, and that they were likely the kids of some outside world vampires or something and got sent to gensokyo.
But there's like only 2 vamps in all of gensokyo at the moment and both are female so there is no breeding unless you can get more vampires, well... unless if your okay with making dhampirs.

I don't remember this in any official work, I thought they were "born" from another vampire sucking blood from a human since Remi's profile stated that due to her being a light eater she doesn't create more of her species but rather makes her victims anemic.
But maybe I'm forgetting about other canon stuff on vampires.

This. I don't think that in the setting anyone has a strict age count, for yokai it's more of a "been around for a long time" for their age. For humans I'd imagine it would take the form that you would see in pre-moder societies, basically the earliest you'd likely see is from puberty (around 13-ish) but for the vast majority of cases it would be in the late teens(16-19ish). Anything in that younger range would be for political reasons fundamentally, such as creating a familial link between two businesses. Yokai don't really age like normal humans or in a society with that sort of norm, so it's likely on a case to case basis.
