Yukari is supposed to have special lines if she finds you with a date while she's angry, but the jap who wrote her was apparently pretty drunk and scripted it in a way that prevents those lines from ever being used.
Then, whoever translated her was at least equally drunk and completely failed to notice it.
And finally, someone got even more wasted than everyone else combined and bungled an update so badly that it ended up a horrible mess of duplicate code.

It's mostly just settings as far as I know. Some characters aren't really properly set up until you run an update and configure those characters from there. Though I have to wonder how outdated that thing is, most characters there are of the flavor "change these to fit dialogue better". Yeah, it's only with Pedy's version that Kaguya's night time events actually work.
Though the whole deal with Kaguya's events was pretty weird in general.

I think what happened is that the jap who wrote originally implemented these events amongst the generic night events, which was the version pulled into the English fork and subsequently translated, and then the jap in question realized that making Kaguya's events part of the daily roulette was fucking retarded (especially with the Lunar Expo event that only triggers on one day of the year) and adjusted them to function as more of a character-specific event.
However, I think what happened afterwards is that when this updated Japanese version was merged into the English version, the merger overlooked this change, so the English version still clung to the daily implementation, which would never be called, with the correct script still being in Japanese until that file was updated with the translation.

Really, merging code is hell, and inevitably leads to some truly bizarre messes that makes you wonder if the person responsible is either just exhausted or drunk out of their ass.
