I think Ciconia is doomed by being way too different from the charm of Umineko and Higurashi.
Umineko and Higurashi work by having a cast set on the past, usually in a place distant to the world. Either a isolated rural town or a island that few know, then the large cast would get killed countless times but it wouldn't matter because you will watch them again and do their silly things.
But Ciconia changes everything by making it to be a "world story" with the destiny of the world at stake and strong sci fi elements that are everywhere.
Basically, its not the mistery that people liked of Higurashi and Umineko, where you met all those guys and enjoyed their lives before they died again and again.

I went into Ciconia thinking the same thing, but I think it distinguishes itself from earlier entries while also still giving an overall feeling of a When They Cry game well.
Its clearly more theme/message-heavy than previous entries, at least right out of the gate, but I really don't think it handles this poorly, and it gives a lot of room to expand and further flesh out characters.
It's a 'world story', but moreso about the small group of people who have the power (or lack of power) to change the world.

I don't know, I agree that it doesn't have as strong characters as Umineko or Higurashi right now, but I still get the same 'When They Cry' spark from it, just in a different way. I'm curious to see where it goes.
