If you recall from the end of Heaven's Feel she's still technically part of the holy grail. Even Rule Breaker couldn't completely sever her ties to Angra Mainyu, and she constantly has to work hard (i.e. Fuck Shirou) to keep it under control. However, if she ever needs to fight or be comic relief, she can let her dark side out a little bit.

Well, think about it this way.

When she's in that mode she has A HOLY GRAIL'S WORTH OF PRANA. Enough to keep her own personal Heroic Spirit indefinitely, and still kick ass. Even Rin remarked in the HF epilogue, she could probably win a tournament of magi. Post HF Sakura literally overpowered. So much so that she has to slut it up just to keep it from going out of control.

And yet she still manages to be adorable.
