I got a Samsung Odyssey+ on a whim because I had a gift card I was likely never going to spend and the Microsoft Store had them on clearance when it was discontinued. I'd buy it again but they're probably more expensive now, it was never very popular.

You could use any modern phone with a Google Cardboard thing and not have to worry about being able to decode the file the experience will still be lacking compared to a headset - but the video won't stutter. Sometimes they're 4096x2048 60p H.265. Nobody has released anything higher resolution yet. Even a 10 year old PC can decode that with a new enough graphics card.

I already had an RX 5700, and anything newer than a GTX 1030 can decode HEVC. Not sure where exactly they start being able to handle 4K60 HEVC, e.g. AMD only gives specific frame rate/resolution combos and you have to fill in the blanks. My RX5700 says it can handle 4K at >60 FPS (90? 120? forgot) and 8K30. 6K60 works. 7K60 stutters. JAV maxes out at 4K60.
Anyways, damn near any video card from within the last 5 years will play 4K60 AVC with no issues whatsoever. Integrated graphics will too. If you're not actually trying to game, you could play JAV VR on a Haswell laptop.
Storage is unironically the biggest cost. More than the headset.
