Keiichi, Mion, and Kisaku are all much more valuable targets to throw the village into turmoil, so Rika wouldn't be a priority.
But with all the others being warned in advance and keeping themselves safe, it makes sense that they'd go for the unprotected Rika next, because while she might be somewhat distant from the village now, she's still important enough for their purposes.
Though really, the biggest issue now is that obviously Rika won't be able to learn shit from Hoshiwatashi other than that the killer sees her as a potential target, too.

Mion's change is logically attributable to the same memory leaks that many other characters including even Rina had. Mion is much closer to Satoko, although not family like Teppei.

In their original Hou appearance, the whole scenario is basically Hifumi's theory being true. They're collective avatars of different parasite virus groups. Tamura was the original Japanese Goddess, but Hanyuu's virus is stronger and supersedes her, thus Hinamizawa forming it's own identity. Une is a newly arrived alien who is actually a parasite that drains the life force of species from planets, manifesting a highly contagious sleeping disease. Like Hanyu's, it overwrites Tamura's virus, but it doesn't overwrite Hanyuu's, so people with HS can't be drained by her.

They're also in Mei, where Tamura is reimagined as the incarnation of an ancient tree shrine and has fragment hopping powers like Hanyuu's, although they don't quite work the same way. Une is still an alien invader though.

With a Kisaku villain, it's much easier to still offer a second side to him by showing his love for Satoko and Sakiko is genuine, while Marutake would need to get a character built from ground up separately from everything else, like Takano did. So, yeah, I'm betting on Kisaku.

I just realized Sotsu Witch Satoko in Mei has no anniversary quotes. Her voice already seemed kind of weird after I noticed she shared some voice clips with Dark Awakening Satoko, but I guess this confirms Sotsu Satoko is the one that was thrown together in spite of coming out first.

Comparing some quotes, I've noticed now some of Sotsu Satoko's quotes actually come from Hinamizawa Syndrome high school Satoko too, not only Dark Awakening Satoko. So, yeah, it really seems like they just put together a bunch of different resources for her and didn't actually have a recording session for her voice clips.

Even before that, I had noticed Sotsu Rika reuses a couple of voice clips from a Bernkastel-like voice datamined a long time ago (just some battle quotes, not the longer ones). For a while I thought Sotsu Rika reusing some of her clips meant they had dropped it, and it was actually meant to be an early take on Sotsu Rika, but since Sotsu Satoko's voice is just a montage of different Satokos puit together, I guess we might still get this Bernkastel-like Rika eventually in Mei (there were no graphics though, it was just her voice).

I could accept these manga to have only two volumes like the others if they were equally focused. Two volumes is enough to tell a story when you have a clear focus on a small cast, but Reiwa is all over the place, and there's no way its arcs would even be remotely satisfying if it tries to fit things in only two volumes each, especially when the pacing is so much slower than that of the original manga adaptation's question arcs, and we're only now hitting the main conflict.

Dontcha know? Incessantly telling people that there's something suspicious for more than a year and never progressing that plot is just as exciting as actual plot developments.
Keeping things from the audience that the main viewpoint character learns is the height of hackery. How are we supposed to care about a character that we follow constantly but clearly don't know anything about? It's the kind of subplot that only works for side characters, like Rika or the original, or Satoko in Mei.
It doesn't help that the "Kazuho" we see is also far too passive and boring to care about, and she does little to drive the plot, only ever being dragged around by it.

It's fine for the audience to know more than the protagonist, and we already know more than Kazuho ever will due to all these events. It's only the opposite that makes things really frustrating where the characters have answers we don't. Rika put her cards on the table this time, and that really helps with her important role in the story, and while Satoko's role is only vaguely hinted at, she is used as much more of a background character instead of constantly being in the forefront, which makes the mystery work better. She also has an ongoing storyline in the St. Lucia stuff, which helps give her a sense of progress.

Kazuho is just awful because despite being the mainest of the main protagonists, her story is the only one that hasn't made any progress since the beginning. She doesn't even have a real goal, as despite the posturing about her wanting to meet her alleged family, she never actually does anything to achieve that, and avoids seeing them at all costs. At least Miyuki and Nao actually get to talk to the person they wanted to meet again, and there's progress in their stories. Kazuho has been static from the very beginning.
