I believe that the best way to explore touhou for someone new in current year is directly Touhou wiki.
Just search the wiki for your favorite characters and read the articles. There was an anon who made a "guide" on what stuff to ignore as it could potentially be made up/interpreted, but I feel it's slightly too puritan for a 2hu newfag. If you feel lost as in you don't know what to search for first, watch "Memories of Phantasm" so you have any idea of where to begin digging.
Once you are comfortable enough and you at least know what "incidents" and "danmaku" are, go ahead and try out the mainline games, this is where most of the plot and world building stems from. Now it's also a good time to pick up any of the official printworks, they are all listed in touhou wiki too.
From here on you just find your path and enjoy, Touhou is mainly composed of doujin works, do what you want and what you enjoy, you can listen to "Touhou music", play fanmade games, read doujinshi, etc.

I started at the Bamboo Forest, loitering around Eientei doing odd-jobs like Mystia's stall and developing my skills and my relationships.
