For this Accelerator guy to harm Yukari he would first have to be able to pierce through the dimension(s) Yukari hides in. Secondly, his attacks would have to be able to work with the laws of physics that are in Yukari's dimension.

That's half of it.
The rules are a compromise between humans and youkai (like Gensokyo itself). Any human who's attacked by a youkai can ask for a Danmaku duel. If the human wins, the youkai may not eat him.
So it protects ordinary humans, while allowing youkai to 'defeat' Reimu without the border collapsing. Which means she can't go around bullying everyone freely, in exchange for the safety of normal humans.

Of course, Reimu wins anyway. Most of the time.

What's next /a/? Going to /m/ and trying to prove Accelerator can beat Black RX/Demonbane/TTGL/Getter Emperor?

Reimu has indeed defeated all of her opponents through combat (even Yukari). And this is backed by her ability to summon the power of the Gods. Only a few times does the Touhous say they want to have a round of danmaku. But even then, it's impossible to know if they're being serious or not. Sakuya is throwing around knives and Utsuho is firing nukes. If they're play fighting, that's really a strange way of play fighting. And just from looking at the way they fight, they're NOT holding back their powers. Sakuya was indeed freezing time and Yukari was creating gaps.

Actually, the rule goes that if the youkai wins, she cannot kill the human. With human's win it's pretty straightforward anyway, it's kind of hard to eat someone who's beating you up.

Probably because Shikieiki is a Judge of the Dead. Although Yukari can't really die (she can do some crazy hax to extend her life to as long as she wants), should Yukari die, Shikieiki is able to not only judge her as black or white, but also condemn her to an appropriate place for all eternity.

She doesn't fear her, she just doesn't mess with her. She sees her as a strong youkai. The same thing goes for Suika. Yukari only hangs out with first-class youkai (ZUN's words, not mines).

All youkai are NOT created equally. ZUN specifically states that Yukari is one of (if not) the strongest species of youkai in Gensokyo. He also says Utsuho is a (genetically) average youkai that happened to stumble upon great power. Cirno is the strongest of her kind, but her kind is very weak in comparison to other fairy races. In terms of physical power, the Lunarians are basically just above average humans with god tier magic/science. Making them equivalent in power to the youkai. Yuka's species might not be as strong as Yukari's but she makes up for it with her learned power. According to ZUN she has some type of ultimate magic hax. I personally don't consider magic a power in gensokyo since most youkai can simply learn more magic.

tl;dr Powers levels are canon in Touhou and you can thank ZUN for that. All of the final bosses in Touhou (with the exception of Toho 11 and 12) were above average species of Touhous.

Accelerator can generate some sort of black mist around him that redirects vectors by itself in the same way he can, all redirection becomes stronger and he becomes able to redirect some things that can't be comprehended by logic like magical and conceptual shit.
