Someone on the other thread made a question that went by unanswered. I shall try to answer it.

Essentially the に is there as a part of the ずに structure. ずに is used to mean "without doing X". So in this case without changing. I believe the と is there to join いつも with 同じような明日, in this case いつも acts not as an adverb but as a noun, as it also has the meaning of "usual, regular, habitual, customary". 迎える means to greet, to welcome.
I would translate this sentence as "In this this world where nothing changes, to greet the usual and the same old tomorrows, isn't it? "
