And if you are going to have air superiority you want seaplanes since it lets your cruisers and battleships artillery spot for sweet damage. You'll want to keep a handful of seaplanes for spotting. Be sure to mind Recon and Bombers, because you'll eventually get girls who can equip both. While bombers can spot, they can also be shot down so they might cause frustration for you early on.

General setup for heavy cruisers is red gun, red gun, seaplane, then whatever you need in the spare slot that's not a gun or torpedo. Only a few of them have special roles that require you to deviate from that.

Take equipment off anyone you're not actively using in the current moment and move them over to the ones you are. You only need as much gear as your active fleet can use at one time, but if you don't have enough to go around, then you'll want to find more somehow.

The AA cut-in that shows one ship is basically indicating that they're applying an AA buff to your entire fleet. Your actual AA effectiveness depends on how much AA equipment you have on each individual ship as well as how much AA gear you have in your overall fleet, but the exact details of how this all works are some crunchy shit that is pretty low priority as far as equipping your fleet goes. In the end, no matter how tight your AA defenses are, you can still get owned at random.
