Yes, that’s just how it is in Japanese. In native material, stuff is often spelt with kana when there are kanji for it. The Tango decks tend towards showing you kanji even when kana are more common, so that you’re not tripped up when you come across those kanji in the wild.

How do I actually get better by reading? As in, I’m currently trying to read a kid’s novel, I’m looking up almost every word, but I’m struggling to piece the words and grammar together into full meaningful sentences, and there’s clearly more advanced grammar I’m not picking up. Is this a sign that it’s beyond my level? Is continuing actually going to help? It feels like whitenoising if I’m just getting words but not full understanding.

Please get out of Anki and start experiencing real Japanese.
I don't want to spend a bunch of time writing this, and it's probably already been said, and I'm sure some people will strongly disagree, but there is no need to spend years and years grinding away in anki in order to learn Japanese. Once you have a solid foundation of knowing some basic grammar, and a few thousand of the most common words you are ready to begin your journey into experiencing real native Japanese. Stop sucking all the fun out of language learning.
Instead of grinding out flashcard reviews for words that you have no idea if you even need to know (seriously, I've seen decks with words that you will never encounter in native materials) you could be reading a book, visual novel, manga, etc. Find what excites you about Japanese. If you want to practice speaking it's easy to find people online who are happy to chat with you in Japanese. For example, you can go on twitch and sort by viewers. At any time there are always dozens if not hundreds of Japanese streamers with basically no viewers who I've found are always happy to chat, even if your Japanese is not perfect. I've also found they're usually happy to voice chat if you ask, I've played games with them and had a great time while practicing Japanese. You could be watching anime, dramas, reality tv, variety shows, quiz shows, youtube channels, there is so much fun stuff you could be doing instead of whiling away the hours in Anki.
If all you do is Anki flashcards you don't even really know the words. Once you start experiencing real Japanese you're going to see words used in ways that seem completely counter-intuitive to what their definition seemed to imply. You're going to see sentences where you know what all the words mean, you understand the grammar, you understand the context, yet you still don't have the cultural experience to understand the implications behind the sentence. You need to be experiencing not just the language, but the culture, not only for your learning, but for the fun of it! Otherwise, why are you even learning Japanese?
Memorization is an important part of language learning no doubt, and I've certainly seen people who neglect it. You do need to understand Kanji and how they're put together, and I personally think that practicing writing kanji is a fun and maybe even underrated way to improve recognition. Anki can be a good tool to improve your kanji recognition, but you shouldn't become a slave to it. Set a limit on the number of reviews, don't do the insane amount that anki will have you doing. I also wouldn't recommend relying on kanji detectors that figure it out for you. Once you practice writing a little bit of kanji you'll be able to write out any kanji you don't recognize good enough for windows ime pad to recognize it, and your recognition will improve much better that way.
This ended up really long anyway, but my point is, yes you need to learn how to recognize the kanji and how to learn and look up kanji you don't recognize. Anki can be a good tool for this. But you don't need to memorize massive amounts of vocab. If you can recognize kanji, you can look up the words you don't know, so just start your Japanese journey into experiencing real Japanese from native materials and enjoy a far richer experience than those who are buried in anki day in, day out.

Please get out of Japanese and start experiencing real Anki.
I don't want to spend a bunch of time writing this, and it's probably already been said, and I'm sure some people will strongly disagree, but there is no need to spend years and years grinding away in compelling content in order to learn Japanese. Once you have a solid foundation of knowing some basic grammar, and a few thousand of the most common words you are ready to begin your journey into experiencing real obscure Kanji. Stop sucking all the fun out of language learning.
Instead of reading a book, visual novel, manga, etc. you could be grinding out flashcard reviews for words that you have no idea if you even need to know (seriously, I've seen decks with words that you will never encounter in native materials). Find what excites you about Japanese.
You need to be experiencing not just the language, but the culture, not only for your learning, but for the fun of it! Otherwise, why are you even learning Japanese?
Memorization is an important part of language learning no doubt, and I've certainly seen people who neglect it. You do need to understand Kanji and how they're put together, and I personally think that practicing writing kanji is a fun and maybe even underrated way to improve recognition. Anki can be a good tool to improve your kanji recognition, and you should become a slave to it.
This ended up really long anyway, but my point is, yes you need to learn how to recognize the kanji and how to learn and look up kanji you don't recognize. Anki can be a good tool for this. But you don't need to memorize massive amounts of vocab. If you can recognize kanji, you can look up the words you don't know, so just start your Japanese journey into experiencing real obscure Kanji from 新字源 and enjoy a far richer experience than those who are buried in compelling content day in, day out.

anon it will be significantly easier after 200 hours or so just keep at it understanding at the best of your ability with your dictionary to help. read the sentence to the end first and make your best guess at the meaning before going back to look things up. starting with manga first or easy anime with japanese subtitles (has audio to make parsing and inferring meaning easier) will help a lot, a kids novel is probably still too hard for you
