You can download packs through the game client, and the new rating system is pretty helpful. Not all packs are created equal, I'm not sure what the gold standard for packs is, I just download a bunch and play songs I like

If you want pack suggestions for starting out on 4k, I think the old stuff (Community Keyboard Megapack, Keyboard Megapack) is a good place to start. packs with charts that are like 19+ difficulty are endgame 4K, you could always just get step pad packs too

I'm just thinking for someone who hasn't touched a rhythm game DDR is the easiest to approach while still being a deep game. 2dx has a huge learning curve and turns off most who aren't already into rhythm games, sdvx is a little bit better in this regard but people can still get gatekept hard by lasers and such. Then there's stuff like groove coaster and project diva which are good games in their own regard but too different from a typical rhythm game and also will give a rude awakening when you start wanting to time things better

I think it depends on skill level. Unless you're hammering out 19's, there is always room for improvement.
For me, I cap at like mid-14's but I can still enjoy myself because I love playing basic 5-7's and doing a bunch of spins or playing parts backwards.
As for people jumping on your empty pad, I don't see how that is too much of an issue unless you're playing a really weird song. Plus, you can just play again, right?

Just learn to do crossovers and you should see immediate improvement once you get them down.
