Teppei has no signs of redeeming qualities for you to work with, so anything you add will inevitably feel tacked on since it's not building off the established characterization but rather creating its own. Maybe if you expanded on his backstory a bit and tried to build it that way. What was his relationship with his dead brother like? How was he affected be the prejudice against the houjous? How does his relationship with Rina conflict with his memories of his deceased wife? etc.

Another point of reference is Rosa. Look at how much time was spent fleshing out her relationship with Maria and the pain that lead to her becoming a sympathetic and tragic abuser. The child abuse in Umineko was always about trying to show a more nuanced take on real life abusive relationships. How Abusers aren't always cartoonish monsters tormenting their victim for shits and giggles, but rather deeply troubled people with no other way of reconciling with their pain.

Higurashi meanwhile was trying to showcase the feeling of powerlessness one experiences as an outsider watching their loved one trapped in an abusive relationship they can't escape from. Teppei never needed to be anything more than an obstacle for that purpose because of what the story was trying to exemplify.

We see her struggling and regretting her actions way back in Episode 1, and it's a consistent recurring thing throughout the story. At no point is she some remorseless monster who hurts Maria without any care for her. When she ripped Sakutaro, there was a brief moment where she came to her senses and tried to apologize, only for Maria to shove her away in anguish and cause her anger to flare back up. The stuff she says about wishing Maria had never been born was implied to be a nightmare Maria had on the island, a representation of what she fears her mother might think of her.

Ryukishi's specialty isn't in character development. It's in character depth. The character's stuck in a time loop don't change, we just see more sides of them that were always there. Ryukishi is good at slipping in hints of deeper facets of characters' personalities that can then be explored under different situations, but when it comes to actually having characters develop a new mentality he needs to spend a lot of time to make it work.
