At face value yes, but not really. There are great differences between heaven in the east vs heaven in the west. Considering that the heaven Tenshi resides in is Bhava-agra, we can assume that she is from one of the Buddhist/Hindu heavens. There is such diversity in what the heavens are in Buddhism and Hinduism, however from what I can gather, the heaven she is from seems to be a place for either enlightened souls, or one similar to China's celestial bureaucracy.

Putting all that aside, Lucifer and Tenshi are very different. Lucifer was an arch-angel who lead a rebellion against God due to his pride and arrogance, failed, and was forced out of heaven. Tenshi was a human who ascended by chance due to her lineage while she was a child, gained a sense of unearned pride in being a celestial, got bored of being there, caused trouble on earth for attention, did some more retard shit, and finally got booted out.

Essentially Tenshi was an earthling who went to heaven despite not having earned it or actually being enlightened, and got kicked out for being too much of a nuisance, while Lucifer was created as the highest angel below God, and got kicked out for wanting to be above God.

They are similar in the way that they both got kicked out of their respective heavens and they both are prideful albeit in different ways. Other than that they don't have much in common.
