How can a gaijin starts diving into Japanese internet?

Japanese yahoo for articles and a second hand market. Then you can check out 5ch(2ch) and 2chan.net which is a bit simpler to navigate.
They have a touhou board at 2chan which is basically just like /jp/ but in Japanese.

Otherwise Japanese really like twitter so you can look up common japanese hobby words or artists you like to dive into that. There's also big sections of youtube which is japanese if you don't like niconico.

1. Learn enough conversational japanese to follow along
2. Go to 5ch and find boards that interest you, and then go through interesting threads while making sure to understand most posts. Google is your friend for esoteric terms. I personally like reading https://matsuri.5ch.net/jfoods/ for fast food/conbini/etc. discussion, among other boards.
3. If you can make sense of that, the world is your oyster as 99% of Japanese discussion sites are more oriented to the Japanese layman and should be more accessible.

This process took me 4-6 years depending on what you consider the start point, but could be much faster. This is actually much more than N1 knowledge to attain since you're dealing with actually coming off as the Japanese equivalent of an anon/twitter user/etc. It's very subtle in some ways.

Try to do it with a clear head when you're rested.
Then you just gotta translate what you don't know, keep searching around, click random things and eventually you'll get a feel for it.

As a counterexample, I'll tell you what.
I studied abroad in Taiwan in 2017 and PTT was a slap in the face to me for web standards.
Outside of the Gossip board it was generally nice, they accepted my limited ZH knowledge with corrections, and in a few months I managed to contribute enough to a few boards to be reached out for mod status over telenet.
I can't even imagine that context in either Japanese or English equivalents.
