First of all that's only for smaller vehicles like tanks. Second of it tends to be several layers and not just 3 layers. Plus the middle layer on the LIttorios were Concrete which wouldn't be very efficient to use depending on it's density. Meanwhile tanks used ceramics and other materials for their multilayered armor.
