I've done it to lots of girls, and I find that petting them on the head ellicits a less negative reaction than ruffling their hair. Apparently arranging hair is a time consuming process, and when I ruffle it, it ruins the hard work that went into going against entropy. Petting doesn't seem to disturb the hair, so I think that is why it is more tolerated. However, petting heads still gets me weird looks. You can't win them all, I suppose.

In short, most girls dislike having hair ruffled.
