if youre just looking at the card and regurgitating a brief sound or something and going 'done' then yea expect to hit again quite a bit and not necessarily get any better at anything but anki cards too

best way to avoid this problem is to change anki to show new cards first so it forces the wait to occur while you are reviewing older cards. it isnt a perfect fix, but it does improve things
tied with that, increase the number of intervals on your failed and new cards. this seems counterintuitive, but somehow it also helped me. my current intervals are:

nope. when you reach a point where all your reviews are due in one hour, anki will continue to send reviews to you in order of what is due first, you dont need to actually wait an hour
i mean, you can if it bothers you but i never do and this strategy rose my retention from 75% to 85%
i know it is just my own personal experience but try it out a bit and see if it helps you. if not, you can always reverse the changes
