Okay, you got me there. But it's not by much.

Patchy is, at least, a magician. Kaguya attacks using... requests. How does that work in a fighting game? I have no fucking clue. We could just say "She uses magic lol" but I don't think that'd fly with most people. We like to see the characters using attacks that make sense for them, like Yukari falling through gaps and calling her shikigami, and Reimu tossing paper charms. Kaguya's never been described as a magician.

Mokou has the whole phoenix thing, and I can easily see her walking up to an opponent and kicking the shit out of her.

The question is not about power, but about fighting outside of danmaku spell cards, a horribly abstract system that doesn't really tell us anything about how someone intends to go about the simple business of inflicting bodily harm on her opponent.

Alice has dolls with weapons. Patchy has magic. Youmu has a sword. Kaguya has... requests. And eternity manipulation. I can't see how either would be used in a fighting game.
