Reimu is strong, firstly. She went through 5 games without spellcard rules where people really were trying to hurt her.

Secondly, she can technically hax herself invincible with a certain spellcard.

Also she is a shrine maiden. She can exterminate pretty much any youkai who tries to off her. Gods probably wouldn't want to kill a potential follower/piss off another god.
