Thats up to your perception. Gensokyo humans dont have to worry shit about famine or natural disaster or disease since youkais who managed the village take care of that. The downsides is that the Human Village will never advance since youkais needs them to maintain their ancient way of thinking to co tinue fearing youkai. They cant even have a leader. I'm a Grimsokyofag but I wouldn't go as far as calling the humans cattle as there are number of times where the named youkais do care about the humans they're are close with. Also this is gonna turn into another Gensokyo vs Grimsokyo thread right?

The only real difference is that Alice could presumably pose a risk in an all-out fight to the death whereas Fortune Teller, being a newborn inexperienced youkai, is a definite easy kill.
