I contacted support about this a while back. Apparently some Spell Card's effects are linked to their boost level. If you use that Suika SC at 3 boosts, you will get the correct level of Yin and Yang DEF Up. If you use it without any boost, the effects are diminished.

It used to be run by the JP advisor team of the official Touhou Lostword d*scord. Now a day 1 whale runs the tierlist, revamped it completely and now uses a bot project he has to sort mathematically the value of the characters. He went all the way out to assign values to each perk of the character, ranging from buffs and their sources to damage and breaking (value depends on the boost required to get them, more merit for AoE breaks, etc). It's not open source though, and prefers not to share details outside of the tierlist to help out players.

It's actually a fairly common property, or at least common enough for units I use. For example, Joon's Aid spellcard needs 3 boosts for the full crit atk buff, and Satori's LW scales her yang atk buff with the boost used.
The fact that there's zero way to see this in-game outside of battles is baffling.

Star is generally the most useful because she has a party accuracy buff on one of her spellcards, and she can build yang atk with boosts. Plus her LW has a crit def debuff.
Luna is second because she has no team support outside of a one-turn yin def buff, but she can buff her yin atk faster. Also has power link, which is really nice.
Sunny has nothing but accuracy debuffs. Feels like they messed up their class types. Sunny is more debuff, Star is more technical, and Luna is more attack.

I think the biggest failure of the list is that the most heavily weight in factor is extremely vague. You will have characters with near perfect scores everywhere and then there is some vague

Shion already does her job at lvl70, and I don't feel like we need to use solo LWs just yet
Meiling is very good, but she's general pool and doesn't bring something unique to the table (Medicine is the only current general pool unit I'd recommend using dolls on)

Paralysis makes you go last as it pushes you to the very end of the turn priority.
I think freeze affects your evasion, but who knows maybe it messes with the turn order as well.

2.- The people that know to save a spark for loliyuyuko are the same tryhards that are constantly farming the game by leaving it running with an autoclicker all that.
3.- Player base must be real low, and the previous point is prevalent enough to skewer the data.
