I've almost never used it, but there's also the option of Average Bitrate, just look at the mediainfo of what you want and half it. Not as good as CQ IIRC but will probably work for your purposes.
The most important part is probably going to be the preset and RF value. If you did it on Very Fast I'm guessing you still got large files without the quality. In the end it'll take much longer if you change the preset to Slow or Slower, but in my experience the smaller filesizes and quality retention are usually worth it. Other than that you just have to figure out the RF value that strikes the best balance between quality and size for you. Might be worth trying out if you're stuck - I'm sure an encoding wizard will have a much better answer but this worked for me when I would re-encode tokusatsu BD releases etc for personal use.
