Because humans can also use magic. Enough technology to not fear the dark, enough mysticism to hunt the youkai in the light. It's not a good space to be in. If some youkai went on a rampage, they'd get the Hellsing organization or the burial agency or SCP or the Ghostbusters or something brought down on them. Besides that, they literally don't exist. You could probably take a pill and kill a youkai. It's not a matter of magic which would just become another science, it's that youkai are used to explain explainable phenomena like echos and losing your way.
