Guns aren't uncommon in Gensokyo. IIRC, there's a chapter in WaHH where there's an incident with some youkai that sound like guns when they attack, and they thought originally it was a hunter or something, so we know that firearms are at least used for hunting. Though, the picture shown to represent said firearms was pic related.

That's because they knew the Yamawaro were wargaming, and the kappa all do have access to various firearms and the like, so it wouldn't be that far of a stretch to conclude they also used firearms in their games. After all, there were reported gunshots coming from their games and it isn't until after they began investigating that Kasen found out the kappa weren't using firearms at all.

More historically, as far as technology goes, it's basically still in the Meiji era, so personal ownership of firearms would be very unlikely, especially since the village also doesn't seem to have any blacksmiths who would be capable of producing those sorts of weapons. If any firearms do exist in Gensokyo, they would be from the Outside World, but ammunition for them would be quite rare and most villagers don't shop at Rinnosuke's store even if he did find and restore some of them, let alone find ammunition for them.

All things considered, most technological innovations seem to occur in, on, and around Youkai Mountain, from the Moriya Shrine's innovations to attract followers to the schemes of tengu to build faith to the myriad contraptions and doodads of the Kappa and Yamawaro to the hidden city within the mountain. If there's to be any sizable presence of firearms, it would definitely be within Genbu Ravine, wherever the fuck the Yamawaro live, and the hidden modern city within the mountain, though the last one would probably have actual modern firearms if some youkai decided to smuggle that sort of thing into Gensokyo through the crack in the barrier there.

Then the artist drew it from memory, because the trigger looks like it's part of the stock instead of something that moves. And that band in the middle doesn't seem to be common in this type of gun, specially not one that seems to be square.
