Reposting some figures from an earlier thread.
The ratio of No. 1 votes to other votes for all the characters with more than 100 points, since the 5th poll.
A ratio of 0.4 basically mean that for every 2.5 "normal" vote a character recieves, they on average get one "No. 1 vote". Youmu has been fairly high since the 11th poll, compared to most characters. Note that a high ratio doesn't mean that the character receives many votes (see Wriggle, who has also had a high ratio for years), but rather that more people who do end up voting for a given character give that character their No. 1 vote. Thus, a statement such as "You either don't care enough about this character to vote for her, or you're crazy about this character" thus applies more to character with high ratios.

The number of No. 1 votes divided by the number of comments. If a bot or human spamming No. 1 votes doesn't leave comments (which is an assumption, and not a fact), the character they vote for would get a higher ratio. Again, Youmu has been high in this figure since THPP11. Shizuha is really high this year, while Youmu actually dropped.

If we assume the votes are representative of the Touhou fandom in general, 7.9% of fans should have Youmu as their favorite Touhou in 2021.
Does this mean that "Youmu" cheated? Not necessarily. Being unusual because she's popular or because of fake votes can't be distinguished through any data we have.

Thanks for sharing the script. It's not mine, but I did actually write my own script for getting the number of works from pixiv, but it can't count R18 works since it can't log in (pixiv correctly suspects that it's a robot and throws up a capcha when the robot attempts to log in).
I guess the script you posted works around that issue by using an existing cookie instead of having the script itself log in?
Unfortunately, I got lazy and haven't run my script in a long time: the goal of the script was to track the amount of fanart the WBaWC characters got daily after the game's release, but since Urumi has a large % of NSFW works, the fact that I couldn't get the script to log in killed my motivation, and I only ran it for like 2 weeks.
*If* I had still run my script and extended the scope a bit, we could have had daily data for the amount of fan-art each character received up to the date of the popularity vote, as an independent measure of popularity. I might try to do something like that, just for fun.

Made a timeline listing all of Youmu's official appearances along with the poll results. Obviously this won't matter after the recount, but I wanted to see how much the rankings reflected Youmu's presence in the series. I was considering adding notable fanwork appearances like the gachas, but didn't want to clutter the graph.

And unlike what happened afterwards from PCB, IAMP, and other works from 2003-2005, it seems there was hardly any noticeable dip in popularity either. So some time after TD, perhaps during or after the 10th THPP, is where I would speculate the earliest signs of rigging may have possibly occurred.

As of IN, Touhou had what, like 30 characters tops. 11 in EoSD (including protagonists and non-characters like Daiyousei and Koakuma), 10 in PCB, 8 in IN. And Yuyukp would beat your Koakumas, Wriggles and Prismrivers every single time.

TD Youmu memes used to be quite popular but they've become irrelevant a long time ago. What actually boosted Youmu's popularity was becoming playable again in the first place.
Youmu was playable in IN and PofV but a lot of characters were and then she didn't appear in a mainline game at all during the golden age of Touhou.
Her appearance in TD cemented her as a recurring protagonist alongside Sakuya and Sanae. This actually had a lasting effect on Youmu's popularity.
