Yes, but it won't look any better and it would lack scanlines (so it'd look like touhou or any SNES game without filters; which isn't necessarily a bad thing, since 68k games have a certain charm being all pixellated like that). Futari's designed for 480i, so you would need a component upscaler like the xrgb3, and a TN panel :CD monitor so it doesn't lag.

If you actually want to play Futari, wait for the port. That pic is old (February) and back then it hadn't even been announced. It's going to be the first region free Japan-only 360 game.

Normally you can't buy the AV7000 Supergun without the 9000TB Seimitsu arcade stick, and both of them together are roughly $500US. Futari's dropped in price since the port announcement, and runs for $700-800US. Black Label sells for $1000ish. For that, you're looking at $1300ish not including monitor but including stick, console and game. GaijinPunch on the shmups forum sells them, and he lives in Japan near one of the sellers.

Upscalers are often sold on Y!JP (I scored one for 10k yen), make sure to get an XRGB2 or XRGB2+ (I use XRGB2+). XRGB3 supports component so you can use that on your LCD for 360, PS3, and Wii. XRGB2 supports PS2, Gamecube, last gen stuff.

Honestly it's a lot to cover and completely overwhelming to someone who knows nothing about it, I would just recommend making a thread over on shmups or cave-stg.

$4000 is more than enough. The av700 is high end, you don't necessarily need to get one that expensive. And you don't necessarily need to get a game that sells for $500+ (Cave shmups sell for more), there's a lot of other arcade boards out there that sell from anywhere from $50 to $2000 each. Between high school and university I worked for some six months and got hold of roughly $8000.
