I must give it to him, Tsunku is a shrewd marketing strategist but he couldn't have succeeded at keeping his group running on empty for so long without a little help from his following and their sheer stupidity.

What he did is in substance to build a sense of false confidence between the management and the fans.
Fans get worried that if they don't bleed themselves dry on the new single release Tsunku will keep making mediocre, under-produced music.
But Tsunku knows that keeping them on pins and needles will panic them more and more and line his own pockets faster, so he just keeps doing his clever con trick by churning out more mediocre, under-produced music.

It's the same reason people buy tons of MM bikini photobooks. They believe that the more they buy, the stronger a message they'll send to the management that they want more spotlight for a given member.
It never happens, it has never happened, but this doesn't stop them from stubbornly pursuing their delusions and just helping Tsunku make money.

When you think about it, Morning Musume is seriously headed for a fate worse than death.

Indeed, it's rather funny to see how their fans' reaction when they feel threatened by other groups is trying to shoot them down by calling them appealing only to creepy old men / rabid fangirls. Wow, this is disappointing. What were Mikan's first day sales? They couldn't have been too different from these numbers.

I think for this song, Tsunku was trying to go back to Momusu's roots, what made them popular. He grabbed a bunch of potential new fans with Nanchatte Renai and wanted to show them what Momusu is known for...and I guess they didn't bite. What sold back then and what sells now is clearly different. This song is still mature for the majority of Momusu's work, but it's more a novelty song that probably wouldn't appeal to people who weren't already fans, kind of like what Piper said.

More popularity = More chances to do stuff.
