She's actually my least favorite character from the Touhou 6 - Touhou 8 cast of the boom period.
I don't dislike her, but I find her design to be one of the least interesting, her canon characterization to be uninspired, and oftentimes the fan depictions as well.
I would be a bit less harsh on her if she was intended to be a one-dimensional character like the first-stage bosses, but ZUN clearly intended her to be a character with a tragic and serious backstory. It just doesn't jive that well with her current character, even with the bleak atmosphere of most of Touhou 07.

I don't really talk with many people online that feel obligated to present their gender unless asked you did OP , but if true I bet it's a combination of her being a tragic character, being a motherly figure, and the idea of a mother-daugther relationship with Youmu. And maybe some fatassess.
