Against Berserker it was only a defeat because they didn't know his Noble Phantasm. Granted, that's still Rin failing miserably since she knew he was Hercules, but this doesn't speak on her combat abilities, rather it speaks on her "always failing at the most important times". Against Caster she only lost because Shirou was a fucking idiot who took his eyes off of Souichiro to watch Rin. Rin was winning and would have won if Shirou had kept Souichiro busy like he was supposed to.

Everything I've ever seen about both of them leads me to believe that they are effectively equals with incredibly similar (and competitive) personalities, leading them to hate the fuck out of each other just because.

However, between the two we have more evidence of Rin's competence than Luvia's. Despite her sometimes-shortsightedness Rin was capable of killing Berserker once, and was able to put together a solid plan for bringing down a powerful Servant that only failed because of circumstances beyond her control.

Luvia, in the meantime, is from a distantly related family with similar talents but greater age and connections, and while never played up as incompetent is never presented as substantially "better" than Rin in any meaningful way. (Disregarding any personal preference concerning their physical appearances, that is.)
