The katakana for Chen's name is チェン but the kanji is 橙. 橙 isn't pronounced as "Chen" in Japanese, only in chink. I don't understand the reasons for this nor the implications because I'm not Japanese or Chinese, and I could be wrong because this is just stuff I recalled from the wiki.

Yakumo is Yukari's family name. She has bestowed it to Ran but Ran cannot give to Chen.
Yukari doesn't consider Chen worthy of name (yet) is probably the safest bet. We usually see them as a family in fan material but the games don't indicate that they live together. Chen resides in Mayoiga while Yukari & Ran live "somewhere on the border".
