Not necessarily. ZUN has published a canon height chart for EoSD and PCB characters, which contains data for comparatively many characters. There are some power level statements that ZUN has made, most of them regarding singular characters. For example, we know that Flandre is stronger than Remilia, Eirin is stronger than Kaguya, but we have no way to tell for certain whether Kaguya is stronger than Remilia, or if Eirin is stronger than Flandre. The height chart contains pairwise comparison data for characters from two games, which is a lot of information. The only statement regarding power levels containing information at this scale, that I recall of, is the one regarding Heca and everything that came out before LoLK.

I vaguely remember some official character height info but I was under the assumption he only roughly categorized characters as 'tall', 'fairly tall' or similar which is likely what that above comparison picture uses below the line. If there are exact measurements I haven't seen them so can't comment. Nevertheless using that info in the context of the games by assuming the portraits/sprites are 1:1 with it is likely quite unreliable, I agree. Even so tiny Eiki and the surrounding fanon aren't fun to see anymore. That Grimoire of Marisa art did quite a number on her.
For powerlevels some general idea is always present but a decent amount of it has always been fan interpretation and then fans running away with it. It's one thing for Hecatia whose strength is decently well known thanks to that comment ZUN made, it's another when you start overanalyzing these famous self-reported abilities. Alternatively look at this thread's subject, there's so little concrete about Yuuka available in canon that trying to piece together anything other than what's stated, namely that she has a lot of "pure youkai power" you could call it and clearly prides herself on this power, is going to make for a neat battle doujin or a fruitless discussion. The lack of information and mysterious vibe are what make her popular anyway.

This approach might be worth a second look if ZUN hadn't explicitly commented on sprite height comparisons.

I try to avoid that altogehter. It's one thing to make logical conclusions based on the available canon evidence and extremely general properties regarding power levels such as the transitive property (if Ran is stronger than or equal to Chen, and Yukari is stronger than or equal to Ran, then Yukari must be stronger than or equal to Chen), and a completely different matter to speculate based on fanon. In canon speculation, we don't need to be too concerned with what exactly is a power level, as we can just take ZUN's word on the scare information on the relative power levels as truths, and start from there. In fanon speculation, we run into the problem of having to define the nature of power levels when no relative information between power levels of two characters exists.

This is what makes Touhou appealing to me in general. In the end, there is so little certain information on the fine details of Gensokyo, that dissecting the entire setting in a systematic way is impossible, and it's honestly more fun that way.

I'll never understand why that was latched onto when EVERYONE looks like that in Grimoire. Even Sakuya. Maybe because it's a good contrast with Komachi given her being canon stacked and such.

During her long life she'd have encountered people who'd be considered as tall in modern times. Gensokyo is not particularly old, but its inhabitants are. Even in feudal and ancient japan you could come across the occasional 6'4'' big guy, and the chance that Yuuka wouldn't have encountered several of them during her pre-Gensokyo life is next to none. She would have no trouble taking on a physically large form as a result.
A living example for this sort of deduction are the oni.
