Pretty much. I think it's fascinating. Pretty much all of the characters, save for a select few, given the opportunity, would hail themselves (or their master) as a god and rule Gensokyo with an adorable iron fist.

That's what the spell card rules are designed for, you see. You can't make a youkai not be a youkai, on one hand; and, on the other, you can't deprive people of having rivalries and spats with each other. When you have high-powered individuals who bother each other as much as they do, you need to build a safe and straightforward method of conflict resolution, to return the situation to a peaceful time yet still allow antagonism to exist.

In essence, that's the main theme of Gensokyo, if you can say that one exists: somehow, we all have to get along, for our own sakes.

Hard to say. Correlation by parody is difficult because the characters are all in wrong positions. And there aren't enough people. Patchouli is either intended to be Judas or she's wielding the "floating knife."
