Rika's goal is to leave Hinamizawa and join St. Lucia, not sure what goes after that. Not sure either if she could honestly just accept living in Hinamizawa, after all the threat is over. She wants to move away, but the strange thing is how specific she is about that. She could live in Okinomiya instead or do something else. I'm not sure St. Lucia is the only option possible for her.

Satoko doesn't want her to leave, simple as that. She sees life in Hinamizawa as better overall, but it's mostly based on her time with her friends. She doesn't want to be alone either, and all her friends are just up and leaving. The way she feels is not that uncommon.

Yes, it may have seemed less severe to her than to Satoko, but showing no signs at all and instead wanting to go back to her St Lucia above all else seems kinda strange.

Yeah, it's not too understandable because she has the same level of affection towards the younger Satoko as she had before all of this happened. But it's not well understood which Rika is this, either. If it's chandelier Rika, there might be a chance she might not have acknowledged this falling out much or just outright doesn't remember a lot about it. Including obviously her death and what happened moments before. She could remember having a good time at St. Lucia and that's it.

Of course another possibility is that this Rika somehow is another Rika that was in good terms with Satoko at St. Lucia somehow. Which would make this Satoko...

It's weird either way because Satoko asked her that and then she went on to do this whole trickery with savestates in episode 23, Teppei's redemption and of course the whole trying to get into that briefcase with the samples of H173. All the while, supposedly, Rika has been given that ability.
