Parasols in the Touhou universe are magical devices in their own right. As for sunlight, Remilia and Flandre are both damaged by it equally (no, Flandre's batshit insane power doesn't aford her any more resistance). The fanon affords them less immunity to such sun damage (limbs turning to dust quickly; being covered in soot or burning). The actual amount and rate of damage sunlight does to ZUN vampires remains a mystery.

As far as water is concerned, they can not go out during the rain (snow is a different story ...). That is one reason Patchouli is a useful component of Scarlet Devil Mansion - whenever Flan goes on a rebellious streak, make it rain to keep her indoors. Much like exposure to the sun, damage from water is verified, but not expounded upon, in the Touhou universe.
