I'll try and just keep it really simple:
For the non-looper characters: they die and come back to life each chapter in both Higu and Umi. For these characters, the stakes are equal in both (ignoring autistic theorizing about the exact metaphysical details of fragments vs game boards). However, I'd argue that the early murders of the non-looper characters in Higu have more tension than the early non-looper murders in Umi, for the simple fact that Umi explains its revival mechanic very early on and doesn't make it a mystery, whereas Higu hides the nature of the looping. In Umi you're directly told that everyone will keep coming back to life, while Higu makes no such guarantees.
For looper/meta characters: Rika is fighting for her continued existence. Seems like pretty big stakes to me. The fact that the story doesn't reveal this fact until late doesn't make the stakes smaller. Certainly no one can claim that Higu has "no stakes".
Evaluating the exact stakes for Beato and meta Battler is hard because Umineko is intentionally vague about how "real" the meta world is and what its exact rules are. I'll again point out that it's not clear if ANY actions taken by any of the meta characters could have changed the fate of the people on the real Rokkenjima, which arguably lessens the stakes of the story.

I got the impression from Ep 8 that meta Battler would meet the same fate as all other game pieces once Ange left the meta world, whatever fate that may be. I don't have direct quotes on hand to back that up, and I know other interpretations are possible. That was just what I got out of it when I read it.

Piece characters in Umineko aren't the ones we follow for the majority of the story though, the tension doesn't ride or die on the fate of pieces but instead rides on the logic battles between Meta characters. In Higurashi, the main drive comes from the tension built by non-looper characters.

Sure, for both pieces and non-loopers their stakes are equal. This doesn't make it compelling to the reader though, which is why the Meta plot in Umineko is the compelling part and not what is strictly going down on the gameboard.

I'd agree up until the end of the first or second chapter, by then it's become pretty clear that it follows a cyclical process of characters dying at the end of the chapter and then a hard reset, whereas in Umineko the hard reset is of the gameboard and all of the characters retain a sense of continuity.

Sure, my point wasn't that it had no stakes my point was that Higurashi feels like it has no stakes early on and the actual stakes aren't revealed until you're already like 2/3rds of the way through which makes it much less interesting and gripping narratively when you basically know the outcome of 7/8 of the chapters and all of the chapters feel disconnected from each other until the Rika is a looper reveal.

If you take an approach that the meta world is just Ange's delusion, sure. But the literal 'magic exists' idea of Meta Battler is that the entirety of Umineko was just Beatrice trying to revive Battler and get him to remember his memories of his promise and who he was and journey to the Golden Land (heaven/afterlife). It's the whole point behind the Divine Comedy memes and why Battler's soul reunites with everyone in the Magic Ending.

I think it kind of matters, when Higurashi is structured in a particular way with the slow reveal of more and more information it kind of directly or indirectly leads you to the idea that it is structured in a way in which you can glean who the culprit is and who is responsible for it which is a lot of what makes these types of VNs interesting. Having like three bullshit culprits just infodumped at you that weren't sufficiently hinted at and are basically equivalent to magic does make Higurashi less interesting than it could have otherwise been.

Umineko makes a pretty explicit point that everything that happened and occurred in the story is explainable and happened via human means. There is nothing in Umineko's story which happens that is meta magic bullshit that you can't explain like Hinamizawa Syndrome or a previously unheard of secret society that is controlling everything behind the scenes because they are an evil secret society who does evil things.

It really baffles me when people enjoy higurashi or at least claim that they do and then give advice like "skip this skip that" and what's more someone actually takes this seriously. If you don't like it enough to "suffer" through 14 episodes of partial retelling then why bother at all? Is there no enjoyment in discovering things for yourself, especially if you go in without being spoiled and with no expectations? Even if you end up disliking it as a whole or simply getting bored for a little while with the parts that were shown in the original there's still value in forming your own opinion on the entire thing rather than skipping half of it thanks to some shit advice.

Personally I've read higurashi and watched the deen anime and was able to enjoy gou as it released just fine, were the early episodes which repeated the same events super thrilling all the way through? No, but it was still interesting, new animation made it feel fresh and different enough in the beginning, seeing some scenes animated from the vn that weren't in the original anime was great and on top of that in the first arcs things actually did change around contrary to my expectations, so at least for me it still had that mystery feeling to it from the beginning.
