Regarding the Reppuu 601, I honestly forgot about its quest, since it's been ages, it has been added in.
Type 21 skilled: It's useful to have for new players, sure, but upgrading is unnecessary since you'll ditch it anyway later on.
Large guns: Newfags won't have the ones worth upgrading, unless they get lucky, so they're better off using the screws elsewhere.

Regarding large guns, I think it might be worth mentioning that the basic 35.6cm only costs 1 screw until +6 so it's not a bad option for those days where they don't have any other useful options, for whatever reason. Same with quad oxy torps. Yes, they'll be obsolete soon, but in those first few months it's better than having to sortie with un-upgraded versions. And when you have to sortie multiple BBs or TCI DDs, new players might not have enough good equipment to equip all of them for a while.

T91 shells are obviously better but you don't really need more than like 4.
