Wrong, there's still quite a decent amount of fangames still being released and in development.
Just that none of them get traction here any more, because nobody translates fangames anymore. Same with pretty much most Touhou content nowadays.

Touhou Luna Nights is my favorite fangame cause I’m a basic bitch and feel no shame about that fact

Also because it was a lot of fun and had some unique mechanics and solid presentation

That's as good time as any to go back to your favorites and replay them. Personally I'm going through Strawberry Bose's RPG trilogy another time and it's been fun, although I'm still not a big fan of NoR.

Trying to install PDP Shard of Dreams and I already changed location to Japan (Windows 8.1) and some unrelated applications are in Japanese now, but this installer is being uncooperative. I can install but it doesn't come out in Japanese. Please tell me how I'm being retarded.

You don't need to change the location to Japan, it's the non-unicode locale. I can't guide you through everything since I'm on Windows 10, but this window has never changed since when I did it on XP so you should be able to find something similar.
Additionally, you need to install the first Puppet Play game before installing Shard of Dreams.

You could just install locale emulator and play in whatever locale you want without having to navigate through the control panel.
Just enable unicode and that should be it. The emulator takes care of the rest.

Has the new Touhoumon World Link Deluxe been released? I joined the discord and it's just the dev posting his progress and I guess some people testing it but they don't allow sharing ROMs in there (lol) so I don't know how to go about getting it.

They're more of a spinoff series than direct fangames but Len'en games are really nice and I felt they captures the feel of early windows games well while keeping gameplay pretty fresh. I played them after WBaWC came out and I felt EMS and RMI were overall better, and were more polished to boot (no visibility issues but wonkier difficulty curve).

Did you all play this one yet?
I just tried it and it is pretty good. It feels just like a ZUN game.

Touhou Puppet Dance Performance. I also think the two 2huvania games are very impressive for what are essentially fangames. They even had the Railgun to voice Reimu and the character art is probably my favourite out of all the fangames I played, which is quite a lot. I even have the figures Ques Q made.
