The reason why Chen's power changes is because she draws power from Ran, who in turn draws power from Yukari. Her and Ran's bars reach all the way up to the top because at that point, it is a measure of Yukari's powers, which includes the fact that the sum of Yukari's power must also factor in the use of her shikigami.

Simple, because danmaku battles have absolutely no bearing on how powerful a given character actually is. The whole point of them is to allow for a relatively even playing field where just about anyone can beat anyone. Hence why someone like Cirno could technically beat someone like Yuka or Suika, despite the fact that in an actual fight she'd be utterly annihilated by them.
